Judge Stephanie Hulsey, supervisor of the Monterey County Civil Grand Jury, Tom Motley and Gary Hoffmann, former jurors in Monterey, and Kim Horowitz and Arthur Rolston, former jurors in Santa Cruz, share their knowledge of investigations, report writing, and submission of recommendations.
